Under the following programs, CATER aims to make a
significant impact in the fight against terrorism and the promotion of peace
and security in West Africa. We have aligned our four pillars with our programs to meet our goals.
Pillar #1: Enhancing National and Local Resilience
Program Alignment:
(1) Detect Signs and Threats to Terrorism Emergence Through Research. (2) Offering Recommendations for Terrorism Prevention and Resilience.
Expanded Programs:
- Comprehensive Research Initiatives: Conduct in-depth studies on terrorism trends, vulnerabilities, and emerging threats. Engage local communities and stakeholders in data collection to ensure a broad spectrum of insights.
- Policy and Strategy Development: Develop and disseminate detailed recommendations for building national and local resilience against terrorism. Organize workshops and training sessions for policymakers, security forces, and community leaders to implement these strategies.
- Resilience Building Workshops: Conduct workshops at community and national levels to enhance understanding and implementation of resilience-building techniques.
Pillar #2: Mitigating Terroristic Activities

- Community Policing Initiatives: Foster collaboration between law enforcement and local communities to enhance intelligence sharing and proactive prevention measures.
Pillar #3: Reducing Youth and Women's Vulnerabilities

- Empowerment Programs: Develop targeted programs aimed at empowering youth and women through education, vocational training, and leadership development. Partner with local organizations to provide resources and mentorship opportunities.
- Preventive Education Campaigns: Launch awareness campaigns focused on preventing radicalization and extremism among vulnerable groups. Utilize schools, community centers, and social media to reach a broader audience.
- Support Networks: Establish support networks for at-risk youth and women, offering counseling, support groups, and safe spaces for those affected by violence or extremist ideologies.
Pillar #4: Combating Money Laundering, Drug Trafficking, and Criminality
Program Alignment:

- Intelligence and Surveillance Operations: Strengthen capabilities to track and intercept illicit financial flows and drug trafficking activities. Collaborate with international agencies to share intelligence and best practices.
- Legislative Advocacy: Advocate for stronger laws and regulations to combat money laundering and drug trafficking. Provide technical assistance to governments in drafting and implementing effective policies.
- Community Outreach and Education: Raise awareness about the dangers of money laundering, drug trafficking, and related criminal activities. Conduct community outreach programs to educate the public and promote community vigilance.
